​NUJS empaneled by CCI for Competitive Assessment of Economic Bills and Legislations

We are proud to announce that NUJS has been selected by a committee constituted by the Competition Commission of India (CCI) to be a part of their panel of reputed institutions for three years, having expertise in law, economics, finance or management, to carry out competition assessment of the economic legislations, bills and policies.

The empanelment by the selection committee was based on the evaluation of abilities demonstrated by NUJS in a sample Competition Assessment submitted to CCI in response to a public advertisement.

The exercise was spearheaded by the members of our faculty, Prof. Tilottama Raychaudhuri and Prof. Shouvik Kumar Guha, with the help of 5th year students Aishwarya Gupta, Dheeraj K and Lilat Goyal.

The CCI, in pursuance of the terms of the Competition Commission of India (Competition Assessment of Legislations and Bills) Guidelines, 2015, had proposed to maintain a Panel of 5-7 reputed institutions to carry out initial competition assessment of the economic legislations/bills referred to them. Accordingly, on June 13, 2017 it had invited expression of interest, along with a sample competition assessment of an economic legislation, from eligible institutions. The interested colleges were required to apply for the same with a sample competition assessment of any central/state economic legislation/policy in the format prescribed under the CCI (Competition Assessment of Economic Legislations and Policies) Guidelines, 2016. For the empanelment, a preliminary assessment was conducted by the CCI.

For the exercise NUJS had chosen to assess whether the Electricity Act, 2003 is in consonance with the antitrust regime under the Competition Act, 2002. Our team highlighted the loopholes in the current regime and suggested modifications.
